Running costs are exorbitant without Instant Ink. No auto-duplexing. Two-cartridge ink setup is potentially wasteful. Lacks flash memory support and Ethernet.
The HP OfficeJet 3830 is a low-cost, entry-level printer with very reasonable running costs but offering impressive features, functionality and savings – especially when you sign up for HP’s Instant Ink subscription programs.
This is a multi-function device which means it not only prints, scans and copies but for those who still use or need it the unit also has fax. It is quite small and light and runs with two cartridges, it is black but here that’s OK as this is an office product.
There’s a kind of law in working out the costs of owning a printer, which says that the less you pay for the machine, the more you pay for ink cartridges. This would be true of HP’s low-end Officejet 3830 if it wasn’t for the company’s Instant Ink service, which offers low-cost ink on subscription.

With good print quality, this is an ideal budget printer for undemanding users wanting to print photos and documents from phones and tablets, as well as PCs and laptops.
Granted, I read the negative reviews - and perhaps I'm just lucky (doubt it), but I love this printer. I don't print a lot (mostly home office stuff - 20-30 pages per month), but I had no trouble setting up the printer, connecting it to my home wifi, or communicating wirelessly.

slightly noisy but acceptable
I am 77 years old and was able to set it up on my own. I thought that i might need some costumer support how to set it up via Wi-Fi . I and to instruct me hoe to scan. All went just fine without costumer support. All the need to know gave me all the instructions i needed on the printer it self.
When we bought this printer, it was definitely a step up from our last one. It has a lot of features and does a nice print job. I like the touch screen feature, as well as, the monthly payment option for ink (so much cheaper than buying black and color cartridges each month).
Fairly easy set up, and works well. Only complaint,.... when you print 2 sided, it doesn't do it automatically, you have to flip the pages over and re-insert. What a pain. My previous printer did it on its own.
In addition to being a reliable network printer,copier, scanner, (I don;t use the fax option ), I was pleased to find out that I can print to it from my iPhone 6S and I can send emails to it using the supplied email address or one of my choosing. Printing is clear and crisp. I'm very happy
I have only printed about 50 sheets with this printer so far, but I'm pretty pleased with the results thus far. The printer itself walked me through setting it up and it connected through my wifi for wireless printing.
Easy to hook up and easy to use. Printer quality is good, and scanning. The only thing i don't like is the paper feeder and the return tray.

Loses wireless connection info after being powered off. Won't connect wirelessly on start- up. HP replaced the first printer because they couldn't get it to connect wirelessly. By the time they finished putting it through its troubleshooting paces, it suffered a hardware error.
Pros: clear print quality, moderate print time, document feeder and scannerCons: does NOT print double sided. For a person that only occasionally prints a document here and there its no biggie, but for a student printing a ton its giant paper waster.
